Particularities of the organization of informing and notification of the population in case of emergencies

Purpose. The article describes the basic principles of the organization of information and notification of the population, as well as the issues of ensuring the safety of the population in various emergency situations. The information is given about the existing warning systems in the Russian Federation, their tasks and principles of construction.
Methods. Analysis of existing normative legal base regulating issues of the organization of informing and warning of the population about emergencies of a different nature, a comparative characteristic of procedure and main contents of activities performed during the notification and informing of the population, and the estimation of their fundamental differences. Finings. The increasing significance of protection of the population from various dangers and threats arising in emergency situations of different nature has been demonstrated. Special attention was paid to the modern experience of EMERCOM of Russia to improve the legal framework in the field of informing and notification of the public. The main features and differences in the organization of information and notification of the population were considered.
Application field of research. The main theoretical provisions given in the article form the basis of the guidance documents and local acts developed in the EMERCOM of Russia, aimed at improving the quality of organization and efficiency of implementation of measures to inform and notify the population about emergency situations.
Conclusions. The article can be used as reference and methodical materials for the heads of public authorities and bodies of local self-government concerning the organization of informing and the notification of the population.
