Editorial policy


Editorial policy of the journal is based on current legislative requirements concerning author’s rights, related rights, legitimacy, and plagiarism exposed in the legislation of the Republic of Belarus. The editorial policy of the journal is based on the recommendations of the leading international publishers of scientific periodicals concerning scientific publications such as the European Association of Science Editors (EASE) and the Committee on Publication Ethics (COPE).

Basic regulations

The mission of the journal consists in the formation of scientific and information environment reflecting the state of research of home and foreign scientists concerning life safety provision in emergency situations and civil protection.

Objectives of the journal are the development of international cooperation, assistance in interdisciplinary investigations at the modern world level, increasing of accessibility of sharing accumulated knowledge and professional experience of scientific staff.

The main task of the journal is information spreading on scientific research carried out by the scientists of the University of Civil Protection of the MES of the Republic of Belarus on its territory, creation of scientific schools and directions, information support of first-priority investigations.

Subject area of the journal includes units reflecting achievements of technical, psychological and military sciences, civil protection applied in the field of life safety provision in emergency situations:

  • theoretical and practical aspects of prevention and elimination of emergency situations;
  • fire and industrial safety provision;
  • civil protection;
  • psychological factors accompanying emergency situations;
  • psychological aspects of training specialists in the field of prevention and elimination of emergency situations.

Principles of editorial policy

Editorial policy of the journal is based on the following principles:

  • impartiality and fairness in selecting articles for publication;
  • high level of requirements to the quality of scientific research;
  • reliability, scientific significance and topicality of works to be published;
  • collective style in decision concerning the publication of articles;
  • accessibility and efficiency in communication with authors;
  • strict observance of author’s right and editorial ethics;
  • strict observance of publication terms of the journal.

Author’s material submitted for publication should meet the following requirements: topicality, scientific novelty of the research, originality of the research problem and methods of the research, high scientific and practical significance of obtained results. For publication are admitted the articles in Russian, Byelorussian, and English language. The materials coming to the journal are subjected to primary selection taking into consideration the conformity with scientific directions of the journal, general content requirements, and formatting of references. In case of conformity with the requirements of the first selection, the materials are sent for expert reviewing.

After completion of expert reviewing, written text of peer review containing notices of reviewers and editors is sent to the author for improvement of the article.

The editorial staff is authorised to reject the publication basing on the results of the expert review, lack of conformity with journal’s topical scope, and because of insufficient quality of formatting of presented materials.

The editorial staff carries the responsibility for the preparation of the article for the publication, providing fair reviewing, but is not responsible for credibility of data and correctness of quotations given by the author of the article.

The editorial staff has the right of making changes and shortening in submitted material complying with the rules of Publication ethics.

The decision on publication or rejecting incoming materials is taken by the editorial staff in accordance with the Regulation on the review of the journal.

Admission of articles to be published is being carried out constantly. The editorial staff makes independent decision on the order and terms of publication on the basis of scientific significance of scientific articles, themes of each issue, quality of preliminary preparation of the manuscripts.

Authorship and Author’s Rights

The term “Author” states for all persons (co-authors) who took part in the research and creation of the manuscript and carries responsibility of its content. The responsibility for the fullness of presentation of authors’ team and for agreement about all changes made after peer review and editing is carried by the author who has presented the manuscript in the editorial board.

The authors of the articles have all authors’ rights. The right for the use of the article is transferred to the publisher of the journal on the base of nonexclusive license under the terms of the Creative Commons Attribution-NonCommercial License (CC BY-NC 4.0). The transfer of the right is fixed by signing a license contract.

The journal accepts for consideration the materials not previously published in other scientific journals. The authors have the right to deposit submitted versions of their article before publication of the journal. After publication the authors are able to enter into separate, additional contractual arrangements for the non-exclusive distribution of the journal's published version of the work (e.g., post it to an institutional repository or publish it in a book), with an acknowledgement of its initial publication in this journal.

Plagiarism detection

Journal of Civil Protection use native Russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

Policy of disclosure and conflict of interests

Unpublished data from manuscripts submitted for consideration cannot be used for personal research without the written agreement of the author.

Information or ideas obtained during peer-review and related activities, which potentially can be beneficial to any party other than the author, must be kept confidential and shouldn’t be used for personal profit.

Reviewers should not participate in examination of manuscripts in case of conflict of interests that appear in result of any competitive, cooperative, and/or other interactions and relationships with any of the authors, companies, and/or other organizations involved in the creation or presentation of the works.

These provisions are reflected in the journal's Publication Ethics.

Publication payment

The publisher of the journal – the University of Civil Protection of the MES of the Republic of Belarus – bears all expenses for production and issue of the journal. The authors do not pay for the publication of their articles. The expert review is free of charge.

Archiving

Electronic full-text versions of the articles are available on journal’s web site, on home and foreign libraries sites, and information data bases.

The journal is included in the Electronic Archive of National Periodicals on the basis of the National Library of Belarus, which performs long-term digital preservation of periodicals published in the Republic of Belarus.

Open access policy

The journal pursues a policy of maximum accessibility of published materials in accordance with the Budapest Open Access Initiative to scientific literature. Users are allowed to read, download, copy, distribute, print, search or link to the full texts of the articles or use them for any other legitimate purpose without the prior permission of the publisher or the author.

In case of reproduction of materials from the Journal of Civil Protection in other publication sources it is obligatory to refer to the journal.
