Состояние регулирующего контроля (надзора) за обеспечением ядерной и радиационной безопасности Белорусской АЭС

Одной из задач государственного надзора (контроля) в области обеспечения ядерной и радиационной безопасности является непосредственная проверка выполнения субъектами надзора регулирующих требований нормативных правовых актов. При этом результаты надзорной деятельности позволяют формировать независимую оценку состояния безопасности эксплуатации ОИАЭ, тем самым влияя и на обеспечение его безопасности. Существующая система надзорной деятельности в целом эффективна для своевременного выявления недостатков, которые потенциально могут оказать влияние на состояние ядерной и радиационной безопасности на стадии эксплуатации Белорусской АЭС. Вместе с тем, последующие этапы сооружения станции требуют продолжения работы по совершенствованию системы надзорной деятельности. Направления развития должны учитывать особенности видов деятельности специфичных для каждого из этапов сооружения Белорусской АЭС, а их основа должна лежать в плоскости реализации миссии Госатомнадзора, закрепленной в соответствующих документах стратегического уровня.
