Abstract

Purpose. To substantiate special principles for organizing the forces of civilian civil defense formations to eliminate the consequences of the use of weapons by the enemy, and also to clarify the terminological apparatus of this subject area.

Methods. As a theoretical basis, the method of analogy was used, as well as general scientific methods of induction, deduction, analysis and synthesis.

Findings. On the basis of general laws of development, well-known laws (regularities) of war (armed struggle) and taking into account general laws and principles of management, a dialectical connection with the principles of military management has been established and the mechanism of their manifestation regarding the specifics of management of civil defense has been concretized. Special principles have been developed for organizing the forces of civilian formations of civil defense to eliminate the consequences of the use of weapons by the enemy, and clarifications have been made in the terminological apparatus.

Application field of research. The research results can be used in scientific studies related to the aspects of preparation and conduct of civil defense, as well as in the practical activities of chiefs and staffs of civil defense.
