Methods. Pilot project «Formation of mobile group of volunteers on the basis of the Department of Emergency Situations of Kostanay region» (hereinafter – pilot project); theoretical (synthesis and analysis); historical and comparative methods of analysis; analysis of basic statistical indicators (%) with visualization of frequency distribution of quantitative data in the form of statistical diagrams.
Findings. The results of the pilot project showed that volunteers who were prepared under the training programme for professional emergency services of the Ministry of Emergency Situations of the Republic of Kazakhstan expressed an active interest in training. The analysis of the normative legal acts of the Republic of Kazakhstan in the field of volunteer activities showed that volunteers are involved in the elimination of the consequences of emergencies, but are not allowed to enter the emergency zone.
