Abstract

Purpose: According to the current legislation of the Republic of Belarus, both the manager and the legal entity, should be brought to administrative responsibility for misconduct in the field of fire safety. Currently, the Republic of Belarus is optimizing the implementation of supervisory (supervisory) activities, affecting the reduction in the number of emergency situations at sites, as well as reducing the impact of controlling (supervisory) bodies on business entities. In this regard, the President of the Republic of Belarus signed the Decree No. 376 of the President of the Republic of Belarus of 16.07.2017 «On Measures to Improve Control (Supervisory) Activities», which in turn amended the Decree of the President of the Republic of Belarus No. 510 of October 16, 2009. Therefore, there was a need to improve the administrative and legal procedures in the field of fire safety. Methods: Detailed study of the existing regulatory and legal acts in the field of fire safety and the introduction of proposals for amending them. Findings: Taking into account modern changes in the legal framework, the current norms of the Belarusian legislation in the field of fire safety have been analyzed, the main problem aspects have been identified in the implementation of administrative responsibility in the investigated segment, and the ways of their solution are proposed with a view to improve the effectiveness of the surveillance and prevention unit. Application field of research: The application of regulatory and legal acts will facilitate the optimization of administrative and legal relations in the field of fire safety. Conclusions: Optimization of administrative and legal relations in the field of fire safety will increase the economic efficiency of officials, as well as improve the fire safety system in the country.
