Аннотация

На основе анализа опыта функционирования органов управления гражданской обороны, а также анализа требований, содержащихся в отечественных нормативных правовых актах в области защиты от чрезвычайных ситуаций и гражданской обороны, сформулированы функции и задачи, возлагаемые на органы управления гражданской обороны местного уровня. Выявлены противоречия и обозначены перспективные направления дальнейших исследований в рассматриваемой области.
