Abstract

Purpose. The purpose of the article is to analyze the evolution of the concepts of zoning territories according to the degree of danger, prepare a proposal to clarify the existing concept, taking into account the laws of war, the Military Doctrine, and the National Strategy for Reducing the Risk of Emergencies in the Republic of Belarus for 2019–2030.

Methods. General scientific research methods have been used: induction and deduction, analysis and synthesis, comparison and generalization, analogy.

Findings. The article determined the role and place of zoning of territories according to the degree of danger in the system of defense measures of the country, formulated suggestions for improving the requirements of technical regulatory legal acts in the field of civil defense.

Application field of research. The results of the study are a contribution to the development of the theory of civil defense; they can be used in processing the requirements of technical regulatory legal acts in terms of clarifying conceptual approaches to zoning territories according to the degree of danger.
