Аннотация

Выполнен анализ проблемных вопросов, возникающих в процессе подготовки запроса на выдачу технических условий, разработку проектной документации, содержащей инженерно-технические мероприятия гражданской обороны и мероприятия по предупреждению чрезвычайных ситуаций. Уточнен алгоритм работы проектных организаций, осуществляющих указанную административную процедуру, сформулирован ряд предложений по совершенствованию методологии подготовки запроса. В частности уточнены организационные аспекты категорирования по гражданской обороне, а также предложено ввести административную процедуру установления проектной категории по гражданской обороне для вновь строящихся объектов. Уточняется дополнительный перечень сведений, необходимых для качественной подготовки технических условий территориальными органами государственного надзора и контроля в области защиты населения и территорий от чрезвычайных ситуаций.
